As my colleagues have mentioned, we are going for a very long recess yet the NG-CDF Committee, where I am a Member, has not received money. I am told that there will be some cut yet the Budget and Appropriations Committee which is here, is quite competent to assist the National Treasury in proper appropriation of funds. I want to take this opportunity on my own behalf, the people of Kwanza and my family, to say pole sana for the loss of our brother, who I knew very well. Just as the Member for Kimilili mentioned, I had gone to his constituency twice and he came to mine once and contributed handsomely for the Catholic churches.   • 17 Nov 2020 in National Assembly: The county facilities do not even have oxygen. I managed to talk to the Clerk of the National Assembly that maybe we should have a hotline for helicopters just in case there is a problem, so that one can be evacuated to the nearest facility as quickly as possible. Those staying in Nairobi should have a hotline for ambulances that are well equipped to evacuate them. Looking at the economy of this country, it is important to set up these special economic zones which were studied sometimes back. I think the Committee should move very fast to clean up the issues completely because we know the importance of the special economic zones. view

As has been said, we know the importance of these economic zones and are repeating ourselves. They provide employment to our youths. Today as we speak, we have so many youths who have left universities and colleges and are unemployed. This area is supposed to absorb the youths out there.   • 17 Nov 2020 in National Assembly: Hon. Temporary Deputy Speaker, I want to request this House to pronounce itself on this problem. The problem is there and people are dying. I want to thank Hon. Anthony Kiai for coming up with this Motion. The solution is not to beg anybody, but to pronounce ourselves so as to provide leadership in this country. I do not know which Ministry deals with disaster. Is it the Ministry of Devolution and Planning or the Ministry of Interior and Coordination of National Government? Let us make it clear. We have cases out there and there is confusion. Since she asked that question, it has taken more than a month because we do not know which ministry is doing what.   • 5 Nov 2020 in National Assembly: Hon. Deputy Speaker, I am a Kenyan by right. The habit of dispersing the congregation should stop forthwith because I have a right to go anywhere as a Kenyan. There have been many such cases where some people actually hold meetings while others are stopped from holding meetings by teargassing the neighbourhoods. Hon. Deputy Speaker, we were stopped from holding meetings when teargas was fired at us from the neighbourhood. Please, Chair, advise whoever is telling you to do that to stop because it is not democratic. view

As an old Member of this House, if you ask a question to a particular ministry and for some reason the CS is engaged, we give an allowance. He or she should put the reply in writing to the committee that someone else will represent him and that is acceptable. But where the CS does not say anything and you see a PS coming, the Committee should send him or her away.
