Hon. Temporary Deputy Speaker, I expected that point of order from Hon. Wangwe, not Hon. Gladys. I want to take this opportunity to be on record that I support this policy on gender and development. Hon. Gladys was right to say that this country has over 52 per cent of women. It is not fair for us to continue the way we are doing. I want to be on record that I support this Sessional Paper. We need to empower our ladies but we will do that by coming up with programmes for them. I went to some place and ...

States of America I think, they will have a woman as the Vice-President. I will not be surprised. It is because they have developed the gender rule. We should not be left behind. Today, as I was coming from upcountry, I visited some schools in my constituencies. I noted that in the mixed secondary schools, almost 60 per cent are girls. If we do not have a policy in place then, of course, eventually, we are going to run out of time. We should do what the Hon. Member actually mentioned: that we develop this particular policy so that women ...

Moreover, I have gone to schools and realized women are more than men and I am even saying they are very articulate. They do things very well. I do some construction in my constituency and I saw ladies actually driving machines better than boys. I support this policy. Let us be gradual and move steadily so that we remove this notion that ladies ...

Hon. Deputy Speaker, I am very disturbed because the answer which was given by the Cabinet Secretary on SFRTF is not very clear. The mandates of SFRTF and NCPB are very clear.

I have been in this Departmental Committee on Agriculture and Livestock for some time now. We even took time to go to South Africa and realised how the two functions work. I understand there was an interest which was mentioned by my colleague from Trans Nzoia County, Hon. Wamalwa. We had Kshs10 billion in SFRTF. I am very clear. I can be quoted anywhere that was the interest the SFRTF transferred to NCPB. You can see how we are suffering today. About 190,000 bags of maize were destroyed yesterday because there is no clear function between SFRTF and NCPB. If ...

I want the Chairman of the Departmental Committee on Agriculture and Livestock, who is my good friend, to call the Cabinet Secretary to come before the Committee, so that he can clarify exactly what is happening. At the end of the day, Kenyans will have food problems.
