Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute on this important Bill. At the onset, I want to correct the Leader of the Majority Party. This House debates and makes resolutions for the people we represent. Take it from me, the President must be informed. You go there on our behalf. We are trying to help you to get more points to convince His Excellency the President to assent to this Bill. As it has been mentioned by many Members of this House, our colleagues, former MPs in this country are living in….

Yes, social distancing. Hon. Temporary Deputy Speaker, at one time, the situation was so pathetic that a former MP travelled all the way from Nyanza and when he got here, he could not find his relatives. I had to house him. He was not able to get a place to stay. This Bill is timely. I want to inform the Leader of the Majority Party to get to His Excellency the President and let him assent to this Bill as soon as possible. We need this Bill signed into law because our people are suffering. I have seen you talk ...

I want to take this opportunity to inform the leadership of this House that as we start a very intensive programme, there is a shortcoming. I want to draw the attention of the House leadership. We invite members of the Executive to attend committee meetings, but they do not come sometimes. We need to take this seriously. We have that problem. I am sure it is a cross section, particularly in the Departmental Committee on Agriculture and Livestock where I am a Member. This will be intensive work and yet we call the members of the Executive, but they do ...

Hon. Temporary Deputy Speaker, thank you for the opportunity. I have sat here and listened to nearly everybody from the precious lady who moved the Bill. We should do something about this programme. As the previous speaker - the Member of Parliament for Kitutu Masaba - and others have mentioned, we have a problem. There is a crisis in this country. Let us face the facts. Our children and the children of our children do not care about the elderly. In fact, I heard a case where a child looks at an old man and laughs as if that is ...

I want the Chairlady to listen to me. We should do much more than take this programme to the county governments. It will not work. We have devolved some functions which are very important and it has not worked. Look at the healthcare system. I do not know whether it is working elsewhere but in my constituency, there is nothing. Look at water; nothing is working there and it is the same with Early Childhood Development and Education (ECDE).

Therefore, maybe at the Third Reading stage of this Bill, which I want to thank the Senate for, this can be anchored into the County Development Fund (CDF) so that we can take care of those people who are suffering. When I go out there not for campaigns or anything but just to see people who are over 60, 70 and 80, I see them being pushed aside by strong fellows because they want money. The strong fellows will come and surround you because they want
