It is important to have a central disaster management authority. As we establish it, we should be able to get early warnings and specific emergency numbers. We have 999 of the police, but there is none for disasters. If a disaster happens in Nairobi, it would be different but elsewhere in Kenya, it would be very disastrous.

Hon. Temporary Deputy Speaker, I want to give an example. Recently, we had landslides in West Pokot. I was around there and managed to visit the area and people died. Some people were found miles away because they were swept by the floods. There was nothing they could do because people were not trained. Therefore, as we debate this important Bill that has been brought by a man I respect very much, Hon. Ichung’wah, let us have people trained and exposed and have regular drills. Hon. Deputy Speaker, I want to add my voice on the same. These fires affect tourism and all of us benefit from tourism earnings. I want the Committee on Implementation to come up with a matrix on how to implement the resolutions. From what the Chairman has said, these fires are periodical. They occur towards the beginning of the year when the country is very dry. Let the Ministry of Tourism and whoever else is involved train the locals.

All I am saying is that the Ministry should involve and train the locals, so that in case the fires break out, the youth can put them out. This country has many unemployed youths. We do not want to lose revenue at the rate we are losing today. I support, Hon. Deputy Speaker.

The objective of the Bill is to give a guideline for referral cases, which is important. I want to thank Hon. Mishra for coming up with this Bill to have regulations that will guide cases that are referred to other places like South Africa, UK and India.
