  • 27 Mar 2018 in National Assembly: Hon. Deputy Speaker, it is same story in Eldoret, Nakuru and the South Rift. Two weeks ago, I was in Kitale and I could not believe that they were waiting for lorries to come from Mombasa to bring fertiliser. By the time it gets to Moi’s Bridge, the fertiliser is already gone. As a Committee, we have divided ourselves into three groups. One group will go to North Rift, another one South Rift and another one will come to Nakuru to deal with this issue because we know there is a problem. I can assure you that we are going ... view
  • 21 Mar 2018 in National Assembly: Thank you so much. First of all, the policemen should be respectable, disciplined and ethical because we are passing this Motion. I urge my fellow Members that what we should do now is use our NG-CDF, like I have done, to build houses for them. We can then pass this Motion and ask the Salaries and Remuneration Commission (SRC) to review the salaries of our policemen. That is all we want to do. Use our NG-CDF to do that, but then SRC should review the salaries of our colleagues, brothers and sons in the Police Force. view
  • 20 Mar 2018 in National Assembly: Hon. Deputy Speaker, I want to differ with my side and support this Bill. I do this with a background. I have been in Nairobi for quite some time. While coming to Nairobi for the first time some time back, I boarded a train in Kisumu. I travelled all the way to Nairobi. My sister was staying at Makongeni. I can tell you the system was working. Kenya Bus came at a specific time. If you had to go to Nairobi West, you would pick a bus at the City center at a specific time. I have looked at the ... view
  • 20 Mar 2018 in National Assembly: opposing this, I am sorry because you do not understand the history of this city. I agree that this city is international as somebody has mentioned. It is the only city on this earth that has a national park. Tourists go to the Nairobi Animal Orphanage and the National Museum next door. People come all the way to see what is at the National Museum. Therefore, this is a City and is not just another town like Eldoret or Kitale where I come from. They will grow over time. I, therefore, urge Members to support this Bill. Somebody said there ... view
  • 20 Mar 2018 in National Assembly: Let us decongest the city. It does not matter whether it is Sonko who is there, or I, Ferdinand Wanyonyi, who is the governor of this City. It is ultimately our duty as legislators to look at this Bill for posterity. I was in Rome about three years ago. There are buses, but there is no congestion at all because their system works. Let us decongest this city. This is a capital city. Someone asked why we cannot do the same to Mombasa. I agree with you, but let us start somewhere. Let us start with Nairobi. If the system ... view
  • 20 Mar 2018 in National Assembly: With those few remarks, I want to thank you for giving me this opportunity. Once this is through, we will copy the system in Nairobi elsewhere. I support the Bill. view

  • 27 Feb 2018 in National Assembly: Hon. Temporary Deputy Speaker, I want to thank you for this opportunity. First and foremost, I thank the Chairman of this Committee. I have seen him here since 2.20 p.m. He has not even moved. I wish other Chairmen would follow suit because we discuss some of these things in vain. In fact, some of them are not able to present whatever they The electronic version of the Official Hansard Report is for information purposes only. • 27 Feb 2018 in National Assembly: have been given. I want him to keep it up. I think he has taken most of the notes. There have been very good contributions on the roads. Therefore, we are waiting for the Committee of the whole House so that we are able to incorporate the comments from Members of Parliament, which in my view have been very useful. This includes what Hon. Kibunguchy and others have said. If we had what the other committee in charge of roads in the last Parliament had, we would be much more informed than we are today. So, this Bill will cure ... view
