  • 6 Dec 2017 in National Assembly: Thank you, Hon. Speaker. I just want to echo what you have just said. We are going for a long recess. Just as my colleague has just mentioned, the Leader of the Majority Party assured this House that by Friday he would have done the needful but he has not. The gazettement ought to have been done and up to now as you rightfully say nothing has been done. Quite a number of projects are waiting for the disbursement of the NG-CDF. I would also want to take this opportunity to ask the leadership that as they promised, they should ... view
  • 6 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I thank Hon. William for coming up with this Motion. I can assure him that we will support it to the end. We will make sure that the Committee on Implementation has it implemented. It is important. Those of us who were in the last Parliament partly talked about this Motion but we did not get anywhere. Thank you for coming up with this Motion. We support it. Some of us have travelled. I travelled to Romania last year but one and I was amazed that Romania, as it is, has ... view
  • 6 Dec 2017 in National Assembly: trees such as on a Friday. For example, in our area we did not have concrete floors so we would engage in mudding the floors to avoid jiggers. Therefore, we would designate a day where the students or pupils in various institutions could take part in about two hours or so engaging in afforestation. That can help us achieve our targets. Lastly, the emphasis now should be on protection of what we have. For you to conquer, you need to protect your staff. Other than encouraging the planting of trees we should also encourage protection of the current forest cover ... view
  • 6 Dec 2017 in National Assembly: Hon. Temporary Deputy Speaker, we have talked quite a bit on this Motion. Each one of us is concerned. Therefore, can we ask the Mover to reply so that we can move to other urgent businesses? There are two other urgent businesses before six o’clock. view
  • 6 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I have been sitting here to contribute to this Bill. Before I do that, I want to take this opportunity, on my own behalf and that of the good people of Kwanza and Trans Nzoia County as a whole, to pass my heartfelt condolences, with shock and dismay, on the passing on our brother, Hon. Francis Nyenze. I worked with him and he was my boss in this august House. He was a very intelligent person and soft spoken. The late Nyenze was a man of reason. He called me “brother” ... view
  • 6 Dec 2017 in National Assembly: Coming to this Bill, I also want to take this opportunity to support it. I think we will make some amendments when it comes to the Committee of the whole House. This is just a profession like any other which we have, in the past in this House, given some standalone laws, so that it is on its own instead of grouping it with other professions. This makes it very difficult to identify. I know for sure that with the passage of this Bill with the amendments that will be brought, the profession will have a board with its own ... view
  • 29 Nov 2017 in National Assembly: Hon. Deputy Speaker, thank you very much for the chance. I concur with the contribution from Hon. Korir. I and everybody else are in Nairobi. There is a lot of land in Nairobi. Most of the people maybe have not gone out of the city to see what is happening. I have travelled elsewhere. I have travelled to India, Italy and other places and I have seen this kind of thing. There is always a road for emergency. I do not know what the amendment is all about. What we need to do is to have the authorities like KURA, ... view
  • 29 Nov 2017 in National Assembly: drivers and some with personal cars who cannot give way to even a police officer or a fire engine. Therefore, the amendment that was being proposed by the hon. Member should talk about the urgency of the whole thing and have the design brought back to the drawing board. • 29 Nov 2017 in National Assembly: should design for the current and the future. That should be the way out other than saying we forget about the already designed roads because we have problems at the moment. Therefore, those of us who have travelled, and most of you who have travelled, have seen that in every place there is an emergency lane. One Member mentioned here this morning that where a disabled person is in the middle of the road she is not able to move. I have had cases where you have to stop for this kind of thing. I know some Motions in the ... view
  • 29 Nov 2017 in National Assembly: The amendment is not very clear but I am for the idea that we go ahead and have the current design. We should go back to the drawing board to be able to have extra lane for emergency purposes. I support. view
