On a point of order. Hon. Temporary Deputy Speaker, I think this Motion is straight forward. I think the Mover made it very clear. It was just an error. Can I stand under Standing Order No.95 to end the debate so that you can be able to call the Mover to answer? It is a straight Order. We should not be offended. All we want is the money to be allocated to the counties.

Out there, people do not even know that the NG-CDF has done a number of things in the constituencies, including the development that you have seen around. So, it is good for us to take time to talk about it. What is the hurry for? I suggest that we give ourselves time to talk and debate about it. We should ventilate on this. Secondly, we have had problems because of not having a policy. We have had a lot of conflicts where people have been evicted from their land because the land is supposed to be a forest reserve or for Government use. People have been evicted, particularly in Trans Nzoia. We have had problems where people have been thrown out and ended up as IDPs because there has been no policy at all. This policy, although long overdue, should be fast-tracked and adopted, so that we can make use of our land properly for the posterity of this country. The other thing I want to mention is that with this kind of policy, you would have land specifically set aside for agriculture or for living like we had in Tanzania where there were Ujamaa villages designed for people and they have a piece of land where agricultural activities can take place. On a point of order, Hon. Temporary Deputy Speaker. Is the Chief Whip in order to mention the name of somebody who cannot defend himself here? Is he in order? This is because he is referring to the former Prime Minister yet he is not here. I am here to contribute to this very good Motion. However, to adversely mention my leader who cannot defend himself in this House is not in order.
