  • 10 May 2017 in National Assembly: insurance companies to be able to be given their licences. This is very important because we have cases where an investor comes and is given a licence and those who are working there are not properly qualified. This amendment again is coming very clearly; that somebody who is the main player in that particular company or principal officer must be technically or professionally qualified to be able to run that particular insurance. Otherwise, we have had cases where staff are not qualified and the investor does not have qualified staff. Therefore, this amendment is coming up with technically qualified staff. ... view
  • 10 May 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I also want to add my voice to this amendment. The objective of this amendment is to amend the Act to provide for compensation. I will add something during the Third Reading. I will add “adequate and timely compensation”. The payment to those who have been hurt in line of duty takes a long time. We have had cases where a policeman has been coming here since I came to Bunge four years ago. He has been coming to check on his compensation to date. In fact, he called ... view

  • 10 May 2017 in National Assembly: people who are not knowledgeable into the police service. We need people who can advance their careers while serving in the National Police Service. We need to attract university graduates to join the police service so that we can turn it into a field of professionals as opposed to that of academic failures. view

  • 10 May 2017 in National Assembly: We now have many cases of police officers killing themselves or killing others. We should provide for psychiatrists to be meeting police officers regularly, so that they can read their minds. There are a lot of frustrations in the Police Force. For example, there is the problem of housing. You will find families of police officers sharing a tent. I have no idea how they stay together given the poor remuneration, lack of a medical cover for their sick children and so on. I know of a case of a policeman who had to take his sick child to India ... view

  • 10 May 2017 in National Assembly: Police officers should be covered adequately by the National Hospital Insurance Fund (NHIF). The notion of them having to look for money from elsewhere encourages corruption. If a police officer cannot provide for his family, what do you expect him to do? He will look for it elsewhere. That is why we have cases of people blaming police officers for being corrupt. What they do not know is that the cause is the State. Finally, I commend the way our forces are being trained. It is encouraging to have some of them go oversees to get exposed to the workings ... view
