  • 30 Nov 2016 in National Assembly: crucial documents and that is why the anti-corruption agency comes in. They hide crucial documents, so that one cannot see what has happened. I know of a case that I do not want to mention in this House where a head teacher went for an overseas trip using the school’s funds. Look at that. That money should have been spent on the FPE. Some of them lend themselves money from the schools’ accounts. I know of a case where a treasurer does not have a signature and so, he uses his thump. After the money is withdrawn from the account, ... view
  • 30 Nov 2016 in National Assembly: Hon. Deputy Speaker, schools are receiving funds and are expected to increase literacy levels in our country, but the funds are being misused. World bodies like the UNESCO, the British International Aid and the World Bank have given us money, but if we continue misusing it, we will not do well. We can have bursars in secondary schools, colleges and other institutions who can look after these funds. They must be trained. That again goes down to school boards, which are run by county governments. view
  • 30 Nov 2016 in National Assembly: Hon. Deputy Speaker, since I have given that background, I take this opportunity to ask county governments to come up with ways of hiring bursars to run schools efficiently, so that the teachers are spared and can do other duties. view
  • 30 Nov 2016 in National Assembly: I second the Motion and hope this House will support it, so that we can pass it and help our schools and children for posterity. view
  • 29 Nov 2016 in National Assembly: I stand to support the Petitioner. We are getting into an election mood. This kind of thing should be avoided at all costs because we know that when something like that starts, and as I am told by the Petitioner, the two communities adjacent to each other--- My advice is that the relevant authorities, Cabinet Secretary for Lands and the Departmental Committee on Lands should take it very seriously because we are getting into an election mood. Something like that can happen and we have clashes in a place like Yatta which I have been to and is a very ... view
  • 29 Nov 2016 in National Assembly: I support the Petition. Let us move fast to avert that kind of thing. Thank you. view
  • 29 Nov 2016 in National Assembly: Thank you for this opportunity. I remember when I was a very small boy this country was fighting for Independence. We got that Independence in 1963. I want to salute those who took part in the fight for liberation of this country from the colonial masters. How I wish they could be listening to me as I pay my tribute, particularly to Mzee Jomo Kenyatta, Paul Ngei, Achieng Oneko and others who were arrested and detained in Kapenguria. I had a chance to go to Kapenguria where the six were arrested and I saw the place where they were detained. ... view
  • 29 Nov 2016 in National Assembly: Therefore, we should move amendments to the law so that next time we engage in this exercise we ensure that we remember all those who have brought honour to our country, particularly--- view
  • 29 Nov 2016 in National Assembly: What is out of order? There is nothing out of order. view
  • 29 Nov 2016 in National Assembly: Thank you. I think there was a technical fault because we bear the same name with Hon. Ferdinand Waititu. I am Ferdinand Wanyonyi and he is Hon. Ferdinand Waititu. He sits on the other side. So, I excuse him. We also have people who have brought fame to this country. The best way to honour such people is by going to the counties. We have heroes like the late Seroney. We should have a mausoleum built in honour of him in Nandi. We have Masinde Muliro from Trans Nzioa County. We should build a mausoleum for him and stock it ... view
