I am speaking from the knowledge I got because I was a Chief Executive Officer (CEO) of more than three companies and two parastatals in this country. This Bill is very useful in the sense that appointment of directors has always been done for various reasons. One might be appointed a director because he is a neighbour of the appointing authority, or because of political expedience. The people who are appointed directors know their roles. In our case, directors are just appointed haphazardly. Members of boards of management in schools are normally picked because they are from the neighbourhood or were classmates of the head-teachers. I was a CEO and the kind of directors we had, apart from the ordinary directors from the Ministry of Regional Development, were not helping the situation in that particular organisation. Why? When directors are appointed, before they step into the organisation, they will first be trained on the general knowledge on how to run the parastatals. My argument is that if you look at the recruitment to the armed forces, you will find that we have high caliber personnel.   • 12 Oct 2016 in National Assembly: We have our youth, as noted by Eng. Kiragu, who are idle. Maybe they will be idle if we do not allow them to explore. As a country, we are not here to just consume what is produced by China, Israel and the rest. We should have our people taking part in this to understand what is used to make the hardware we procure for our country. Therefore, I support the amendment.
