Florence was at one point the vice chairperson of Law Society of Kenya (LSK). During her campaigns she overcame all odds to win against the strong Alliance Party of Kenya (APK) wave in her backyard. The impetus to seek a platform to represent the people of Meru was created by the pro bono cases she undertook in the years she practiced law in Meru.

Thank you, Hon. Temporary Deputy Chairman. I support that amendment because as we have been doing in passing the Fair Administrative Law, it allows persons to know decisions that have been made by corporations so that they understand if those decisions are prejudicial or not. Also if one is able to get the reason why a particular issue has been rejected or has been accepted then it will save on time and cost. So, this is a good amendment that should be supported.

Hon. Deputy Speaker, under Standing Order No. 1, this is a House guided by rules. We have already adopted the Motion appearing at Order No. 14 as per this Order Paper. I do not know what exactly the Orange Democratic Movement (ODM) Chairperson has issues with. However, we need to know what Standing Orders they are using to raise the issues they are raising or to compel a Member to vote in a certain way after a Committee has adopted a Report. We need your guidance, Hon. Deputy Speaker.

As a Committee, we have gone round the various EAC partner states. We have visited Tanzania and Uganda. We have looked at the various institutions that have been established by the EAC. We have the Civil Aviation Safety and Security Oversight Agency commonly known as CASSOA, the Inter-University Council of East Africa and the East African Court of Justice. Those institutions and many more, even the Lake Victoria Basin Authority, are shared within the EAC. When we went to Uganda, one of the things that my Committee was impressed with is the fact that within the Ugandan border, there is clear security. They have deployed their defence forces to guard the boundaries between Uganda and Kenya. However, when you look at the Kenyan side, there has not been a clear guideline on how our security is supposed to protect our borders. Those are some of the things that our Attaché in Uganda raised with us as a Committee that, as a country, we need to define our security measures within the Kenya-Uganda border.
