• 22 May 2013 in National Assembly: Conserving our environment and protecting our elephants is our constitutional mandate under Article 69 of the Constitution. I totally agree with all the Members that we need to put punitive measures in place. Some Members have even suggested death sentence and others life imprisonment. I had proposed 15 years in jail as well as Kshs10 million in terms of penalty. All the issues that the Members have raised, like benefits to the local communities, will be dealt with by the Bill that we will bring to this House, and which will overhaul the current Act. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that good health is crucial for the development of the livelihood; noting that North Horr Constituency with an area of 38,576 square kilometers, the diameter of 800 kilometers lacks a single referral hospital; further noting that the residents of the constituency have to travel for over 600 kilometers to access the services of the nearest Government hospital in Marsabit Town; concerned that the impact of lack of access of healthcare impends people’s ability to meet their full potential and negatively affects their quality of life ... view
• 14 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I stand here to support this Report. The Constitution demands that you adhere to both procedure and substantive aspects of vetting. These Cabinet Secretaries have been vetted. After vetting, you look at the confidence, integrity as well as the suitability of the nominees. Looking at the report, all these nominees meet those constitutional thresholds. It is so critical for us to realize that this country must move on.
