  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Prime Minister for a very detailed response to this major crisis facing Kenyans. I also want to salute our Government for taking the refugee issue very seriously, because this is a human crisis and as good neighbours we have to do our bit. The issue of drought is a major crisis that has been recurring again and again. I also want to thank the Prime Minister and the President for the attention they have given this issue for the last three years. I think both of them have been in the northern part ... view
  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, while I appreciate the Prime Minister’s response and what the Government has done so far, I can testify to you that as a leader of that region that this has been happening. The issue of supporting the livestock sector, in particular providing strategic water points for our livestock to save the livelihoods of the pastoralists, has not been done well enough. It is true that the food rations have been doubled and people are getting food. However, it is not just about saving lives; it is about saving the livelihoods of these pastoralists, so that after ... view
  • 27 Jul 2011 in National Assembly: In addition, I also request the Prime Minister to look at the issue of providing water to schools; we are really concerned because most of our schools might not be re-opened in early September because some of them have actually been closed down due to lack of water. If that situation is allowed to persist, we may not have students back in school in third term. view
  • 27 Jul 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the Prime Minister for his Statement. He has done well on the issue of ethnicity. We have a report from the National Cohesion and Integration Commission (NCIC), which is one of Commissions that have been established under Agenda Four. It is public knowledge that in Ministries which are headed by persons from large ethnic communities in Kenya most of the vacancies in those Ministries are filled by members of those communities. Those include the Office of the Prime Minister and many other Ministries. What is he going to do about that ... view
  • 15 Jun 2011 in National Assembly: Thank you Madam, Temporary Deputy Speaker. I stand to oppose this Motion. We are living in a very sensitive time. We need to implement this Constitution. As Members of Parliament, we are tired. However, we are ready to burn the midnight oil to ensure that we enact all the necessary Bills before we go on recess. For that purpose, I oppose the Motion. view
  • 14 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I have looked at the table and I hail from the Marsabit County. According to the table, there are no children in primary and secondary schools in the whole of North Horr District. The whole table is blank when I have enough primary schools and, at least, two secondary schools in North Horr District. view
  • 8 Jun 2011 in National Assembly: asked the Minister of State for Planning, National Development and Vision 2030:- (a) whether he is aware that the North Horr Constituency CDF Committee has been operating without a Fund Manager for almost three years; (b) why it is taking too long for the CDF Board to post a Fund Manager to the constituency; and, (c) when he will post the Fund Manager. view
  • 8 Jun 2011 in National Assembly: Mr. Speaker, Sir, I do thank the Minister for the response. People of North Horr have stayed without a CDF manager for three years. For the most part of my tenure in this Parliament, my constituency has operated without a substantive Fund view
  • 8 Jun 2011 in National Assembly: Mr. Speaker, Sir, in the last three years, North Horr has stayed without a Fund Manager, the Ministry posted more than four officers and they all declined. From that development, I have all the reasons to believe that even the one who will be posted will not take up the offer. Could he commit to hire professionals from the upper Eastern, either from Marsabit or Isiolo County who will be more than willing to serve in those marginal areas? view
