Mr. Temporary Deputy Speaker, Sir, among the programmes being established by the Government to address youth unemployment in Kenya is one that is called Affirmative Action Policy for the Youth. I have never heard about that programme. I would like the Minister to inform us more about it. What kind of affirmative action is he talking about? Where is that programme being implemented in our country?

Lake Turkana is very close to my heart because North Horr Constituency covers more than 350 kilometres of the eastern stretch of the lake. Mr. Temporary Deputy Speaker, Sir, along the Kenya-Ethiopian border, we have had several massacres. In my own lifetime, I know of Elbeso, Turbi and Kokai massacres. One of them in particular the Elbeso massacre comes to my mind in a very special way. I remember it was in 1984. I was in Class Seven and in the morning, I witinessed a massacre of 50 families, and two of them were my own cousins; a whole family – the parents and the five children - were wiped out. Member has said about the drought situation in northern Kenya and other parts of the Republic, there is a real desert known as Chalbi in my constituency. It is well known all over the world. On a point of Order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to keep on repeating that this Parliament is not doing enough when in 2009, I brought a Motion here about the establishment of a Drought Management Authority to deal with issues of drought on a long term basis? This Motion was passed, however, up now, it has not been implemented.

Mr. Deputy Speaker, Sir, I want to thank Mr. Affey for moving this Motion and the Members of Parliament and Kenyans at large for supporting this very noble Motion. What we need is to enable pastoralists to do pasture irrigation, so that we have pasture. Once we feed those animals, those animals will feed us and we will not need food aid. Mr. Deputy Speaker, Sir, I think it is time we thought about doing irrigation in terms of pasture land in northern Kenya. With those few remarks, I support the Motion.
