  • 11 May 2011 in National Assembly: Mr. Speaker, Sir, Marsabit District Hospital is not even in my constituency, but it is in my county. People with major medical problems have to travel, on average, between 500 and 700 kilometres to the next Government hospital. What will the Ministry do to ensure that people in North Horr are assisted, so that we avoid this major health crisis, which has been arising almost every year? view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to congratulate the Minister for bringing this Bill. This Bill reflects the spirit of the Constitution. It ensures that, as a country, we will have an electoral system which will stand the test of time. This Bill will also ensure that the management of the electoral process in Kenya will no longer be left to chance or trials. This Bill goes further to address impunity in the electoral process. I wish we could even go further to make provisions for serious penalties against those who will violate our electoral laws. The implementation ... view
  • 4 May 2011 in National Assembly: I want us to give serious thought to the latter and the spirit of the Constitution on this fundamental issue. Chapter 15 of the Constitution covers Commissions and independent offices. The Independent Electoral and Boundaries Commission is one of those commissions. Article 249 of the Constitution covers the authority and funding of these independent commissions. Some of the objects of these commissions as provided for in Article 249(1) are to:- “(a) protect the sovereignty of the Kenyan people; (b) secure the observance by all State organs of democratic values and principles; and, (c) promote constitutionalism”. view
  • 4 May 2011 in National Assembly: In Article 249 (2), it further says that:- (2) The commissions and the holders of independent offices- (a) are subject only to this Constitution and the law; and, (b) are independent and not subject to direction or control by any person or authority”. Mr. Temporary Deputy Speaker, Sir, when you keenly observe that, then you will ask yourself what the intention of the Fifth Schedule is. Is this Bill by using the word “shall”, which is imperative or mandatory, trying to direct and control the work of the Independent Electoral and Boundaries Commission? Is that constitutionalism? When the Bill further ... view
  • 28 Apr 2011 in National Assembly: Mr. Speaker, Sir, first, I want to commend the Police Commissioner and the Assistant Minister here for the recruitment of police officers and APs that was done yesterday. I think it was done very transparently and, for the first time, we are proud of our Government. Secondly, this is my question. The Government asked the pastoralists in Northern Kenya to return all the illegal arms, and which they did. There is a commitment by this Government that it will recruit more KPRs, especially for those who live along the porous international borders. When will it fulfill that commitment? view
  • 27 Apr 2011 in National Assembly: Mr. Deputy Speaker, Sir, there are many Kenyans like the late Dr. Robert Ouko who have made significant contribution to the service of this nation in many parts of this great nation of ours. I have in mind the late Dr. Bonaya Godana, the former Member for North Horr. There are many other Kenyan heroes in many parts of our land. Does this Ministry have any plan to have heritage sites for these great Kenyans wherever they come from so that we can honour them for the services that they have rendered to this nation? view
  • 27 Apr 2011 in National Assembly: asked the Minister for Gender, Children and Social Development:- view
  • 27 Apr 2011 in National Assembly: (a) why the larger Marsabit which now consists of five districts, has not been included in the implementation of the Cash Transfer to Older Persons Programme; and, view
  • 27 Apr 2011 in National Assembly: (b) when the Ministry will include the region in the programme. view
  • 27 Apr 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Moyale is part of Marsabit County. However, my question is very specific and it is about the larger Marsabit County. view
