Bashir Abdullaih for this very important Bill that will support the livestock sector in this country. As I support, I really want thank the Committee for the good work they have done. This is the only Bill that we actually failed to implement in the last Parliament and yet it is very important. It focusses on the special interest groups, marginalised communities, minorities, youth, women and persons with disabilities. These are the most marginal groups in our society. Our Constitution is clear that political parties must deal with those provisions of the law as they make those registrations. Otherwise, anybody can go to court and challenge their decision. Speaker, is it in order for my very good friend to state that those Members of Parliament who were in Naivasha and charged with the task of negotiating the Constitution came up with the idea of one-third gender rule? We made a field visit to this region. This variation will basically enable the people who have lived in that ecosystem for almost the last 50 years to have a home. We all concurred that there is need to agree with the Government on their request for this Petition. If you look at our Report, we were all in agreement. There is no single dissenting view. Two Departmental Committees of this House were given a task and they did it well. I am sure they will guide this House to do what is right. An environmental impact assessment was done.
