Hon. Temporary Deputy Chairman, as hon. Ogalo said we debated this point. We met the stakeholders and they educated us. The whole essence of compensation for crop damages, if we are going to include monkeys, honey bergers and baboons will not work. We need to make a law that will be operational and effective and that will enable us to achieve the desired results.

Thank you, hon. Temporary Deputy Speaker. Many years ago when I was a student I wrote a thesis and I called it “Green Fascism” and not “Green Conservation”. That is how I strongly felt about conservation in this country but today this Bill for sure has brought our people to the heart of conservation. It is no longer a myth. Thank you, hon. Temporary Deputy Speaker. From the outset, I want to say that I support the Bill. I really want to commend the Committee on Justice and Legal Affairs for bringing this Bill very early in the 11th Parliament. Previously, we conveniently avoided passing it for many good reasons. We knew that we had sufficient time in terms of the constitutional deadlines but that time is no longer there. Article 88(4) demands that we have that kind of law enacted by the august House and we are basically living up to our constitutional duty.
