Thank you very much, Hon. Temporary Deputy Chairman. I speak not just as an accountant, but also as a member of the institute. The importance of these amendments will be to help accounting students with apprenticeship, so that by the time they sit for their CPA or ACCA exams, they are exposed to experiences in the market. I have been interviewing accountants and in some cases, when you ask them to prepare financial statements, they cannot make head and tail of that.

About the fees the Leader of the Majority Party is worried about, the amendment says that the accounting students will not be required to pay any fees when joining the institute. It is already in the Act. Therefore, I urge the Hon. Members to support. Also, there are accountants who have worked for years in the Government, but do not have any single certification as accountants. These are some of the accountants that you find doing dubious things in the Government because they do not have any professional body that can discipline them. We have had engineers being denied licences ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to contribute to the Finance Bill. I will start by asking: Can a people tax themselves into prosperity? Can a man stand in a bucket and lift himself up by the handle? These words were used by Winston Churchill. Every year around this time, we come to Parliament, we debate the Finance Bill and approve taxation measures. We change our tax regime on some products and change tax exemption to zero-rate. We increase taxes like we are proposing to increase the Capital Gains Tax from 5 per cent to ...

We have seen that this inconsistency in our laws affect greatly our businesses. In the area I represent, called Elburgon in Molo Constituency, we woke up one day to a ban on logging. We had industries, companies and factories that had invested billions of shillings in this sector. Then by just a change of policy like this, those businesses started becoming illegal. To what extent do we want to raise all this money for these taxes? The absorption rate of our budget in our counties in the last financial year was at 50 per cent. It means that county governments ...

A lot has been said about capping interest rates. Now, the National Treasury proposes to lift this cap. Banks have been known to make a lot of money in profits. Why do they do so? I will go and deposit Kshs100 in a bank account. If I want that Kshs100 one hour later, I will have to pay a fee for just getting that money back. We get all this money sitting in a bank account to earn only two per cent interest or no interest at all. Banks take that money and give it to somebody for use and ...

Due to the excessive delays in payment of workers’ salaries, close to 1,000 employees of Timsales Limited staged a sit-in on 25th July 2018 protesting the non-payment of June 2018 salaries. Subsequently, the company locked out all its employees and completely refused to negotiate an agreeable return to work formula, including partial payment of the employees’ overdue salaries.
