  • 30 Aug 2018 in National Assembly: Hon. Speaker, on the qualifications of appointment of chairperson and members, Section 5 (2) talks about 10 years of experience as the honourable Member has accurately said. However, the same law does not state that the 10 years of experience need to start from the time of graduation from the bachelor’s degree. This candidate has worked as a teacher before. Her accumulated years of experience are 13 and not 10. We need to inform this honourable Member that experience does not just start when you complete your bachelor’s degree. If you went for your teaching attachment or have worked prior ... view
  • 30 Aug 2018 in National Assembly: graduate or you have worked as a student, that should amount to experience. That is why this Committee realised that this candidate has accumulated 13 years of experience. I thank you. view
  • 28 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this chance. I wish to make my contributions on the Finance Bill and note that we thank Members for realising that the Departmental Committee on Finance and National Planning, in which I serve as a Member, did a good job in deliberating this. I start with Clause 69, which talks about accountants. For this, I will relate it with the recent fight by the President against corruption where all State officers, especially people in finance, accounts and procurement, were sent on compulsory leave waiting for lifestyle audits. Auditing some of these officers, you ... view
  • 28 Aug 2018 in National Assembly: Clause 68 addresses the issue of the Big Four Agenda, specifically affordable housing. • 28 Aug 2018 in National Assembly: contribute towards affordable housing. Some of us can afford a decent roof for ourselves and for our families, but there are many people out there, especially the youth, who cannot afford a roof over their heads. The reasoning that this contribution is lost does not come to play. It is actually a savings to the people who do not qualify for affordable housing. A survey that was done in 2015 shows that our gross national savings only comprises of 12.7 per cent of our GDP, which is way less than the average in the continent. Kenyans, especially young people, are ... view
  • 28 Aug 2018 in National Assembly: On the issue of interest rates, we have heard of banks exorbitantly charging interest rates that sometimes even exceed the loan amount. People have been auctioned when the interest rates have gone higher than the principal amount. The capping of interest rates is the best baby that this House has produced and we should do everything to protect it. However, if we are legislating on the interest rates that banks are going to charge by telling them that we cannot charge up to a particular percentage, we must also tell the Government, ministries and county governments to also honour their ... view

  • 27 Jun 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. I am in support of this amendment. As a country, we need to get away from where we want to impose higher taxes hoping that we will collect more revenue by increasing taxes. • 27 Jun 2018 in National Assembly: Sometimes when you tax less, like 10 per cent instead of 20 per cent, you are likely to have more gains and collect more taxes, especially when the intention is to collect more taxes. With that, I support. view
