Hon. Temporary Deputy Speaker, it is the constitutional duty of every government to protect its citizens by providing a level playing field for all of them regardless of their social status in the society. It is also a constitutional obligation of every government to see to it that there is equal and even administration of justice through the various government justice apparatus. The Kenya National Examinations Council Act 2012 provides that the function of the Council shall be to award certificates or diplomas to candidates in such institutions, and such certificates and diplomas shall not be withheld from candidates by ...

from the Government, thousands of KCSE certificates belonging to disadvantaged Kenyans continue to be held in various secondary schools across the country, while those very Kenyans continue to miss life-changing opportunities due to lack of those important documents. Hon. Temporary Deputy Speaker, it is against this background that I seek a Statement from the Chairperson of the Departmental Committee on Education and Research on the following: (i) How many KCSE certificates are still being held by the various school heads across the country for non-clearance of school fees? (ii) Why are some head teachers of schools still illegally holding onto ...

The Kenya National Examinations Council Act 2012 provides that the function of the Council shall be to award certificates or diplomas to candidates in such institutions, and such certificates and diplomas shall not be withheld from candidates by any person or institution. Further, in July 2014, the Government of Kenya, through the then Cabinet Secretary for Education, issued an order vide a circular compelling all secondary school head teachers to release all KCSE certificates withheld illegally for various reasons to the respective candidates. Despite the clear provisions in ...

In as much as the two weeks is advisable, I will request the Chair to expedite the process because there are already many students who are yet to join university because their KCSE certificates are being held by the managements of their former schools. If that would be expedited, it will save those students at least one academic year. They do not have to waste time because of something that is not of their own doing. Thank you, Hon. Temporary Deputy Speaker.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Congratulations to the former Leader of the Majority Party, Hon. Aden Duale, for bringing this Motion. I would like to quote one Doug Ose, who once said that “safe, affordable and plentiful supply of food is a national security issue.” So, the issue that is before us – the issue of food scarcity in this country – is not just an issue of food; it is not just about eating; it is a security issue. You can see a positive correlation between the controversial voting and the debate that ...

credit card written Kshs100 retailing at Kshs120. You could clearly see that the airtime is Kshs100 but it is trading at Kshs120. Why would people still be willing to buy? There is a great disparity in terms of movement of this food or what we would call factors of production from where they are produced to where they are needed. The moment we address this by, for example, building infrastructure so that when people harvest cabbages and carrots in Molo, they can reach the dry areas in a matter of hours... Most of these foods are perishable. The other solution ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Irrigation Bill. I will start by quoting Mahatma Gandhi who said: “To forget how to dig the earth and to tame the soil is to forget ourselves.” This piece of legislation that we are discussing here today speaks to the backbone of the economy of the country and the world. It speaks to an issue of human rights; the access to food. In 2021, it is such a shame that, at times, we have seen our people die of hunger even when we have good ...

and all those ranks of CEO and other positions and yet, they do such great work in this country. However, when it comes to Government institutions, they are big on names and strategic plans, but lack everything when it comes to actions on the ground and to matters that matter. My appeal as I support this Bill is that we are going to have an Irrigation Board that looks at the needs of Kenyans. I am not just thinking about those big irrigation schemes such as Galana- Kulalu, but about how we can empower that farmer in Molo to farm ...
