Thank you, Hon. Speaker for giving me an opportunity to contribute to this Motion. At the outset, the discussion about the revenue sharing formula that has brought a stalemate at the Senate and a standstill in the operations of this country shows that we need to revisit some of the roles that the Senate and National Assembly play.

Innocent Kenyans who are hardworking people who are employed by county governments have gone without salaries for months because some people decided to play politics on a grave matter that affects the very nature of the Constitution, 2010 which is devolution. There are Kenyans who need services to be provided. Supremacy battles between individuals should not come at the expense of the welfare of our society. Most of the employees in our counties are young people. Some of us here can do without a salary for three or four months. However, those newly employed people in the county governments cannot do without a salary for one month, and then you starve them for three months just because you want to show who is superior and who is not.
