Thank you, Hon. Temporary Deputy Speaker, for allowing me to be together with my brother, Hon. Chris Wamalwa. This has been a problem not only in their county, but in other counties as well. If you take the case of Juja Constituency, which is in Kiambu County, I have problems with chiefs and assistant chiefs. Ruiru District is between two districts - Thika District and Kiambu District. Thika Constituency has two assistant county commissioners while Juja does not have even an assistant county commissioner. Thank you. I support the Hon. Leader of the Majority Party. As the Hon. Member for Luanda said, it is true that even in Juja Constituency we have not paid our people for three months. I see why he is saying that because after that we will be able to get funds and utilise them in the right way. This is because 21 days is a long time. I support.

Thank you, hon. Speaker for allowing me to contribute to this Motion. I sat here in the morning and I was very happy to hear most of our Members agreeing and thanking the President for his Speech, I being one of them. I sat here in the morning and I was very happy to hear most of our Members agreeing and thanking the President for his Speech, I being one of them. that we have had in this country, we have wronged each other. When he says that we should apologise to each other, this should happen in this House. I know that we do not have an Opposition in this National Assembly. We only have Minority and Majority Parties. Hon. Speaker, I thank you for the ruling on the issue of the Committee on Agriculture, Livestock and Cooperatives, where I am a Member. Thank you. Is my good friend in order to talk about Kiambu County while only last week, due to the heavy population of Jomo Kenyatta University, which is just 200 meters from my house and Kenyatta University which is also in my constituency--- We have been having a very hard time even registering them. Is he in order to mislead the House and some people are not even Kikuyus in that university?

Thank you, hon. Speaker, for giving this chance to also agree with hon. Mwaura. I had an opportunity to call him to my constituency where he came and saw what was happening in classrooms in all primary schools. We know there are special classes and when you visit children who are in special classes in primary schools you see that they learn in very difficult situations.

When I invited hon. Mwaura, who represents special interests in the House, we even thought of doing a Harambee in Juja Constituency. I spoke to so many people because we have so many children in my constituency, who are hidden in homes. They are not brought out. They are even locked in houses. This is the time when we should think about these special needs children, who are left by their mothers at home unattended.
