  • 21 Jun 2016 in National Assembly: We will stop the budget process unless the NGCDF is secured. If you go to any part of this country, you will find no development that has been undertaken with all the billions of shillings that are allocated to governors except NGCDF projects. The NGCDF has put money in most of the court infrastructure which Dr. Willy Mutunga, the outgoing Chief Justice, opened. We have a leverage point. This is the card that we will play. If there is no NGCDF, there will be no Budget! That is the card which we will take. I rest my case. view

Behind every successful man, there is a woman. Mama Lucy Kibaki defended her family very well. She set good values for future first ladies by initiating several projects. I was very surprised when I heard the Leader of the Majority Party mention that Kitui County Government is the second-highest contributor to the Council of County Governors (CoG) kitty, at Kshs48 million. The highest contributor is the Turkana County Government. The counties that are far behind in development are the ones that have contributed the most amounts. We cannot go to celebrate devolution when so much money is being put to waste. Despite my hoarse voice, I will contribute to this debate. I am happy that the Committee did a good job. They consulted more than 27 groups.   • 1 Mar 2016 in National Assembly: Clause 31 talks about the rights of all community members, including women and people living with disabilities, to benefit from community lands. I listened to the Chairman of the Departmental Committee, who talked very well. We have seen communities that have been exploited by the well-to-do, well-schooled and opinion leaders. Such elite groups have exploited the ignorance of ordinary Kenyans.
