The other thing I would want to say about the cash transfer is that it should be decentralised from the district headquarters. Those are old poor people who do not have a lot of resources. They travel long distances and waste a lot of time and money. Wherever they go to receive cash, they do not have facilities like toilets. They go to Kenya Commercial Bank (KCB). In line with the Constitution, every person has a right to social security. The State needs to provide appropriate social security to the vulnerable groups. We cannot say Kenya is a poor country. Sessional Paper No.9 is very important and good. I have listened to Hon. Sakaja and the Deputy Leader of the Majority Party contributing. When the Westgate incident happened and President Uhuru Kenyatta, Hon. Raila, Hon. Kalonzo, Hon. Ruto and Hon.
