On penalties, I have seen the prescribed penalties, but I still think that the penalties are not punitive enough in some areas. You will find somebody selling scrap metal will serve one-year jail. We should be more serious on this. If we want to curtail theft of road signs in our urban areas and roads, we should re-look at the issue of the penalties and fines. The fines should be commensurate with the tonnage of scrap metal that a person has been caught with. Otherwise, a blanket fine will be to our disadvantage.

Speaker, I wish to seek a Statement from the Chairperson of the Departmental Committee on Agriculture, Livestock and Cooperatives regarding non- payment of severance package to the former employees of the defunct Kenya Co- operative Creameries (KCC). I asked this question last time and it expired. Therefore, I will go to my request. In the Statement, the Chairperson should inquire into and report on the following:-

Hon. Speaker, when I talked to the Chairman last time, he told me the answer was ready and it was just a matter of presenting it to the House. So, I do not know why it should take two weeks. I think one week should be reasonable because I attended a meeting of the group and he confirmed that it would be possible to answer it within a week.
