  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, I also stand to oppose the amendment because I am of the opinion that we should not have too many officials in those committees. Even the members of the Constituencies Development Fund Committees (CDFC) were initially 17 but we had to reduce them to about eight or nine. So, I would like us to make the numbers of those committees as few as possible. I would urge that, if we are going to give that responsibility to the County Women Representatives, they should chose from the two members they are going to nominate. Thank you. view

First of all, I would like to commend the Government for having started the FPE. It was a big dream that has come a long way.   • 6 Nov 2013 in National Assembly: I would also like to mention, and this is where I really support this Motion, that since 2003 a lot of things have changed and like other Members have said, one of the most recent is the VAT Bill that also included the price of paper. You know most of the books are made from paper and, therefore, the price of paper went up and the money is still fixed at 1,020 per pupil per year. view

Temporary Deputy Speaker, the effectiveness of the system as it was said by some presidential candidates was that: “Tunataka elimu bora sio bora elimu.” So, in as much as this progamme can be funded but there are no teachers in schools, it is useless. In some primary schools, there are only four teachers in a school of 12 streams. So, if we do not provide backup, like teachers and laboratories it will not be helpful even if the amount to cater for learning materials is increased. view

Speaker, Sir, pursuant to Standing Order No.44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Agriculture, Livestock and Cooperatives regarding non-payment of severance package to the former employees of the defunct Kenya Co-operative Creameries following the winding up of the KCC and the subsequent ruling by the court on 30th January, 2002 that all former employees be paid the severance package. To date, more than 6,000 former employees have not yet received their severance package amounting to Kshs220 million. We all know the importance of identification documents in our day-to-day lives. An example is the birth certificate. On the Children Rights Day, I said that we needed to have the birth certificate issued as a child goes through postnatal care. We know that once a child is born in Kenya, he has to go through postnatal care. It should be a rule that by the time that process is completed the birth certificate should be out automatically.   • 16 Oct 2013 in National Assembly: much about being a digital Government. We are giving our children computers. I do not know what is difficult in the Government establishing a central bureau, from which one’s bio-data can be accessed upon logging-in one’s personal identification number. There should be no need of telling one to produce a certificate of good conduct from the CID, or an identity card or a birth certificate. This matter is very close to my heart because I have witnessed many people have difficulties when they apply for birth certificates and identity cards.
