  • 16 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Minister for Health, hon. Sungu and the Departmental Committee on Health, Housing, Labour and Social Welfare for giving a keen attention to health issues in relation to tobacco substances. I was told that when the Portuguese came to East Africa, they came with tobacco plants. Hitherto, there were no tobacco plants in this country. This may be an issue we may need to take up with the Portuguese later on. Mr. Temporary Deputy Speaker, Sir, we are now being told that there are 4,000 substances in tobacco, 400 of which ... view
  • 16 Nov 2006 in National Assembly: totally agree that we must have designated areas for smokers. That is in the assumption that air does not move and is static. Anyhow, that is what is happening the world over. We must also have that kind of situation. Mr. Temporary Deputy Speaker, Sir, young people and children who have no choice in life and, worse still, the unborn suffer from tobacco effects. What am I saying? One of the substances in tobacco is lead. Lead is a killer. In this country, the Minister for Energy is going to spend Kshs14 billion to introduce unleaded fuel so that we ... view

We are saying that, we are throwing away Kshs12 billion. The Kshs6 billion that we get as revenue is only one- third of what we use to treat diseases. This one-third is our benefit, while the other two-thirds is our loss. The United States of America (USA) spends US$50 billion to treat tobacco-related diseases. Germany spends US$22 billion. The United Kingdom spends US$46 billion and New ... view
  • 16 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also understand that it damages sperms. This may be a useful substance for researchers, so that it can be used for family planning purposes. view
  • 16 Nov 2006 in National Assembly: It can be extremely useful if controlled. I understand that if smoking is not controlled, it results in birth of deformed, under-weight babies and still-births. We do not want that. But its bad effects can be controlled by scientists and its useful substances used to help in population control. Mr. Temporary Deputy Speaker, Sir, I want to express my dismay and wonder that in this country six billion cigarettes are smoked every year. My pastor tells me that every time you smoke, the fire comes towards you. Every time you smoke a cigarette, the fire comes closer to you. That ... view
  • 15 Nov 2006 in National Assembly: asked the Minister for Lands:- (a) whether he is aware that the residents of Kusumek, Arorwet, Chematich and Kipsaongon villages of Tinet in Bureti District have not been issued with title deeds since 1967; and, (b) if the answer to (a) above is in the affirmative, when the title deeds will be issued. view
  • 15 Nov 2006 in National Assembly: Mr. Speaker, Sir, I am happy that the Assistant Minister is aware that the residents of the four villages have not been issued with title deeds. I also want to believe that the same Assistant Minister is aware that the same people have occupied the same land for the past 40 years. I also want to believe that the same Assistant Minister is aware of the law; that, when a person becomes a resident of a certain piece of land at least for 12 years, he or she becomes an owner of that land. Mr. Speaker, Sir, so, could the ... view
  • 15 Nov 2006 in National Assembly: Mr. Speaker, Sir, the issue of land is very crucial and emotive. It has led to loss of lives and property. The Ministry has given replies to various Questions on issues as if it is storing problems and not dealing with them conclusively. I am aware that the Ministry is considering the formulation of a land policy. When will this be concluded so that this country can November 15, 2006 PARLIAMENTARY DEBATES 3693 know who owns a particular piece of land? view
  • 8 Nov 2006 in National Assembly: asked the Minister for Energy:- (a) whether he is aware that many people in Kericho, Buret and Bomet districts have applied and paid for electricity supply with the Kenya Power and Lighting Company Limited (KPLC) in the last 10 years, but power has not been connected to their premises; (b) if he could table a list of the people affected and indicate the amount of money paid by each during the said period; and, (c) when they will be supplied with electricity or reimbursed their money. view
