Mr. Temporary Deputy Speaker, Sir, what has just been reported over the years borders seriously along economic crimes. In my view, economic crime is more severe than murder. It amounts to violations of human rights. If I was the President of this country, to deter other chief officers from stealing public funds, I would have the convicted ones paraded before a firing squad during a national day like Madaraka Day.

On a point of order, Mr. Speaker, Sir. I feel the Minister is misleading the House. He says that local authorities must follow instructions. I have a letter from him dated 28th April, 2009, instructing the clerk of Maua Municipal Council to cancel the allocation of kiosks in my constituency. Up to now, the clerk and the management of that local authority have not complied with his directive. Is he in order, when his own officers are not taking orders from him?

On a point of order, Mr. Deputy Speaker, Sir. We are all aware of the sensitivity of Prof. Philip Alstonâs Report. In this regard, would I be in order to ask the senior Cabinet Minister present in this House this afternoon to indicate which Ministry this Question will be re-directed to? In my view, this Question cuts across the Ministry of State for Provincial Administration and Internal Security, Ministry of Finance and Ministry of Foreign Affairs. Instead of this Question being tossed from one Ministry to another, it should be referred to the Prime Minister.
