• 21 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am making this proposal because the revenue collected by local authorities is so minimal that allowances constrain their budgets to the extent that the money they have for service delivery does not do what is supposed to be done. I believe that most hon. Members will agree with me that most of the local authorities' revenues come from the barter market, fees paid for sale of cows and goats and other small things. For this reason, the money becomes very little to take care of the allowances for councillors and still pay of services. ... view

I strongly maintain that the role played by the councillors is so important that without them, things would not be running the way they are supposed to.
