  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, I want the Assistant Minister to clarify whether the Government of Kenya, through the Ministry of State for Immigration and Registration of Persons, issued a permit No.772285 under Class Eight after an application dated 16th January, 1994, and signed by a Mr. Kabuga? I want him to clarify whether he is aware that some of his companies, Domestic Freighters, incorporated on 25th July, 1994 and Shikadem Agencies, incorporated on 22nd September, 1995, has one of the directors in the Memorandum of Articles of Association as Mr. Kabuga. Mr. Speaker, Sir, finally, let him confirm to us whether ... view
  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, I beg to table the documents that I referred to, especially one of the letters that is signed by a one Major-General L.K. Sumbeiywo, dated 3rd June, 1997, which was addressed to the Principal Immigration Officer asking him to--- view
  • 22 Oct 2008 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- (a) whether he could explain why only the chief officers in the Local Authorities Act (i.e. the Clerk and the Treasurer), who invariably are not from the respective regions, are the signatories to the council funds; (b) what plans the Government has to ensure that councillors, who are the people's representatives, are appointed to the tender committees of local authorities; and, (c) what steps he will take to ensure that contracts under devolved funds, particularly the Local Authorities Transfer Fund 2878 PARLIAMETARY DEBATES October 22, 2008 (LATF), are utilised to ... view
  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I do not think we have any option, but to ask for your indulgence until the Deputy Prime Minister and Minister for Local Government comes. Having said that, I think the culture of laxity among Ministers and Assistant Ministers should end. Kenyans, out there, are waiting to be addressed on the very serious issues that touch on them. This Question has been lying in the Office of the Prime Minister for the last four months. I have been waiting for an answer. All the councillors in this country want to know why they are never involved ... view
  • 22 Oct 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Would I be in order to ask the Minister for Public Health and Sanitation that if she feels that she is ready to answer Dr. Kones' Question, she should do so? I believe when a Member asks a Question and it comes before the House, it is taken to be the property of the House. It is, therefore, no longer an individual Member's Question. This is a Question that has already been taken over by the House, I think she is supposed to answer it. view

  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, let me thank the Deputy Prime Minister for his attempt to answer this Question. However, I would like to point out that he has completely hidden himself under the law, that is the Local Government Act, Cap.265, and the Public Procurement and Disposal Act, 2005. I believe that councillors are the elected representatives of the people in the various wards that they come from. They are really accountable to the people. Money from LASDAP is basically meant to alleviate poverty in our local authorities. In the absence of the councillors involvement in the allocation of this ... view
  • 16 Oct 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It may have escaped your ears, but the same Mr. Bifwoli said that when he forms his own government, he will repossess the amassed land and settle landless Kenyans. Could he confirm or tell us whether, indeed, that will ever happen? view
  • 16 Oct 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise to demand a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security. Mr. Deputy Speaker, Sir, Kenya has been accused of harbouring international fugitives and terrorists for committing crimes against humanity and other terrorist acts. Could the Minister in charge shed light on the following:- (a) Whether the chief architect of the Rwanda Genocide, Mr. Felicien Kabuga, has been operating from Kenya and, if so, when he entered the country; where he is living; whom he is doing business with and what names he is trading by. • 15 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Medical Services the following Question by Private Notice. (a) Is the Minister aware that many human drugs are illegally getting into the country through the collusion of his officers with other drug importers and are being sold without being registered? (b) What is the Ministry doing to punish the errant public officers who are putting citizens to serious health risks, and to curb the situation generally? view
