  • 16 Oct 2019 in Senate: implications on the running of the counties, were done without them sending a message to this House. Therefore, this Message having found its way here, means that the great God is intervening in different ways. Considering the regulations that are before this House, I do not want to be speculative because I have not read or seen them. I do not want to anticipate the kind of report that will be brought in this Committee, but if the net effect of these regulations is to open or widen the debt ceiling of this country, the two Committees should seriously look ... view
  • 16 Oct 2019 in Senate: Mr. Deputy Speaker, Sir, the sharing of the equitable share, is something to do with the provision of public debt. Therefore, whatever we do, if we have to increase that debt, it must come into our minds that we may require to do it. Otherwise, we will be doing it, but the effect is that before the revenue that is supposed to go to our counties is given or shared, then that aspect of the increased difference of the debt that we want to increase has to be factored in before the sharing of the money. The meaning of that ... view
  • 16 Oct 2019 in Senate: Mr. Deputy Speaker, Sir, I thank you for that decision that you have made. view
  • 8 Oct 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. Let me start by saying that I am a very frustrated tea farmer. In Meru County, 70 per cent of the farmers are tea growers. Meru County boasts of having a minimum of five tea factories. Out of the five, two come from the constituency that I represented when I was a Member of the National Assembly. I have grown with tea and understand the kind of problems that tea growers go through. I have listened to the speakers and would want to be very candid and go on ... view
  • 8 Oct 2019 in Senate: problems with the Ministers here in Parliament, as Ministers were also MPs who would face the similar challenges and problems from their own voters as we did, whenever they travelled across the country. They no longer sit in the House now but there used to be a lot of difference and things would really move. Even when we speak here today, we make these recommendations and adopt them, I do not know whether the Cabinet Secretary (CS), Ministry of Agriculture, Livestock and Fisheries will decide to take it up or not. I also would not know whether he will go ... view
  • 8 Oct 2019 in Senate: Mr. Deputy Speaker, Sir, I am one of the people who see doom ahead of us. We do not expect that there is a quick fix of this problem. However, I want to appreciate the Committee that did this work. How I hope their recommendations will be taken seriously and how I hope we will seriously follow up to see what the Government will do towards coming up with suggestions in alleviating the problems facing our tea farmers. A lot of foreign exchange has been lost as many other speakers before me have said, and we are aware of the ... view
  • 10 Sep 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity to second this Bill. I may be ambushed but I will say one or two things on the aspect of delimitation of electoral units in this country. If my memory serves me right, the business of delimitation of boundaries is a function of IEBC which is an independent institution according to the Constitution. Some of the objects of independent institutions is to protect the sovereignty of the people of Kenya and to ensure equity and fairness. These institutions are not expected to be under the control of anyone. Mr. Speaker, ... view
  • 10 Sep 2019 in Senate: In most cases, you will find that where a proposal is made and it goes against the wish or will of many politicians and the same is subjected to the politicians, they will not agree. This is the reason we thought that it was necessary for independent institutions to use criteria that is properly specified in the Constitution to come up with proposals that are acceptable to us. Mr. Speaker, Sir, I believe that before IEBC comes up with such recommendations, there has to be some aspect of public participation. This is because consultation is key in our Constitution architecture ... view
  • 10 Sep 2019 in Senate: Mr. Speaker Sir, with that information, I support the Bill. I wish that this is done within the shortest time possible, before we get to a point where we may get polarized as a nation because of different political interests, to the extent that we would lose sight of the good that this Bill would bring to this country. I beg to second. view
  • 8 Aug 2019 in Senate: Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order No.47(1) to make a Statement on the county governments infrastructure projects comprising county executive headquarters offices, county assembly chambers, offices and county state officers’ residences. view
