  • 16 Feb 2016 in National Assembly: Hon. Speaker, consultations are too loud and I am afraid I may not be heard. view
  • 16 Feb 2016 in National Assembly: Thank you, Hon. Speaker. At the outset, I would like to oppose this Motion. The Committee that we are reconstituting is very important for this House and the country. When you look at the current composition of Parliament, you realize that parliamentary business is done through committees. One of the major functions of Parliament is that of appropriation of funds. If Parliament has to appropriate funds, there is that requirement to have a committee and Parliament must be in a position to either vote for or against the reports that are brought to this House by this Committee. When you ... view
  • 16 Feb 2016 in National Assembly: Hon. Speaker, let me explain further. What this means is that the public and various committees of Parliament speak through this Committee. It is not expected that, at any particular time, when there is public participation, the recommendations that come from the public to the Committee are just wished away. view
  • 16 Feb 2016 in National Assembly: I am yet to see a situation where when Members go out to collect information from the public regarding the budget estimates, their recommendations are taken into account. I remember, as a Member who sat in the Departmental Committee on Energy, we made recommendations to the Budget and Appropriations Committee with the aim of reallocating some money within the Budget to fund an item which was not in the Budget Estimates, and which the Committee thought was necessary. However, our recommendation was not captured. That left us wondering whether it was important to continue doing business as usual. I do ... view
  • 3 Dec 2015 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity. At the outset, let me say very categorically that I associate myself with this petition. One, as a representative of the people from that great county of Meru, I feel their suffering. Two, I am one of the concerned victims of that wildlife-human conflict. I own land in Kithoka. The people living in that piece of land and its environs have planted a lot of maize and onions and they were eaten by the animals. You wonder whether those young farmers will get food or any money to take their children ... view

  • 22 Oct 2015 in National Assembly: Hon. Speaker, time has come when the Government must also demonstrate seriousness in keeping to the promise that they have a cardinal duty to safeguard and protect the lives and property of the Kenyan people. In 2012, I presided over a funeral of nine people at a place called Thera who were killed under such circumstances. In the last Parliament, when the Late Prof. Saitoti was the Minister for Security, we sat in a meeting at the Office of the President (OP) where we discussed this matter on how the Government would intervene in securing the lives and cattle of ... view
  • 22 Oct 2015 in National Assembly: The people and leaders then even requested for the arming of the residents. We sat down as Meru leaders and said no, we cannot take this responsibility of securing ourselves. It is the duty of the Governments to provide security to its citizens and we refused as the leaders of Meru to take arms to secure our cattle because we thought the Government would do it. So, today it is very sad to lose seven people. In fact, Hon. Iringo must have had the numbers as early as in the morning. When I am seated here, the security team is ... view
  • 22 Oct 2015 in National Assembly: I really call upon this Parliament to understand the situation that we are in. We are law abiding and need assistance. The Government should intervene because we do not want a The electronic version of the Official Hansard Report is for information purposesonly.
