amount that they are seeking we approve today. The law has that provision which allows them to spend but requires us to approve today. In the event that there is no approval then it means we will be getting into the next year with pending bills and that would be completely inappropriate because it is expected that we should not get into the next financial year with bills that should have been taken care of in this financial year. Thank you, Hon. Deputy Speaker.

Thank you, Hon. Temporary Deputy Chairman, for giving me this opportunity. At the outset, let me say that I honestly and sincerely oppose that mischievous amendment.

I am doing so because of my basic understanding of retirement benefits and that is why I want to plead with this House not to apply the law or any rule selectively. From this particular House, we have had Members who have retired from the public service who have a pension, they are elected to Parliament where they may serve for two terms and get appointed somewhere else and still continue earning those pensions. I do not find anything unique from this particular person. In any case, when we pay pension dues, we recognise what that particular gentleman had done ...

It will be dishonest, as Members of Parliament today, to stand and say that the people who served in the offices of the Vice-President and Prime Minister at that time, did not do anything meaningful. If Article 38 of the Constitution is a right that you can never take from anybody, let us not offend the Constitution---

Thank you, Hon. Speaker. This is a House of debate. I have got the right platform to seek guidance and some ruling from you especially on matters that are said before this House. I may not remember very well which particular section of the National Assembly Powers and Privileges Act gives a Member of Parliament immunity to the effect that a matter that is said before this House cannot be a subject of debate outside there by the people who are not Members of Parliament. Members of Parliament have raised serious issues before this House and considering that the Members ...

Hon Speaker, in that case, I will beg your indulgence so that I am able to pick the HANSARD recordings of that particular day. I will go further and pick a Statement that formed the basis of an inquiry by that particular agency and the questions that were being asked were completely in relation to what was said before this House. I am sure I will assist you in guiding this House.

Hon. Speaker, in a short notice, I am sure I can contribute to any Bill before this House. Thank you for giving me this opportunity to contribute to the Supplementary Appropriation Bill, 2015. Though I support this Bill, it is coming a bit too late. This is because today is 3rd June, 2015. The money we are approving today is supposed to be spent before the end of this Financial Year, which is only 27 days away. If no contracts have been given amounting to this amount of money, I seriously doubt whether the Government has the capacity to absorb ...

I suggest that the Supplementary Appropriation Bill should, at least, be getting into this House latest March or April every year, so that those who implement or supervise the utilisation of these funds have adequate time to use the money. The money must be spent as provided by either our Public Procurement Act or the Public Financial Management Act. Next time, the people concerned should act within reasonable time The electronic version of the Official Hansard Report is for information purposesonly. rather than bring a Bill like this when it is late and very difficult for the implementing agencies to utilise the money.
