  • 23 Aug 2012 in National Assembly: Madam Temporary Deputy Chairlady, I think hon. Mabona is misleading the House in the sense that Section 29(2) talks about constitutional office holders. What she is talking about here is any appointment. Going by past trend, it means that we are not going to move. So, I want to oppose. view

  • 22 Aug 2012 in National Assembly: Madam Temporary Deputy Speaker, thank you for finally giving me an opportunity to make a contribution on this very important Bill to this country. From the outset, I want to strongly support this Bill in the sense that the NSIS is a very important component in the governance of this country. Sometime back, the intelligence service of this country was rated as one of the best in Africa. Considering that these are changing times, where crime and gathering of intelligence information is more complex, the service requires streamlining and reforming, so that it is in tandem with the reality of view
  • 31 Jul 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for Mr. Namwamba to mislead the House through semantics to the effect that this Committee went to the graveyard to dig and bring names which were non-existent yet it is very clear that one of the procedures in vetting required Parliament to put notice to members of the public so that they could come up with public memoranda? When the members of the public presented their memoranda before the Committee one of the salient issues that came out very clearly is: What justice is there if ... view
  • 31 Jul 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to plead with Members of this honourable House to support this Report on the basis that this Committee did a very commendable job in terms of valuing public participation in the entire process and meritocracy. When we talk about merit, let us go by it. It is not fair to have a candidate who has done absolutely well and then, at the end of the day, without giving reasons, we want to disqualify that particular person. That will leave room for speculation. view
  • 31 Jul 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, police reforms are very fundamental. Therefore, negating this Report means that we are going back to square one, and that will not be very fair. If any hon. Member had any issue, basically, he or she should have considered coming up with an amendment. But that is not the case here. Mr. Temporary Deputy Speaker, Sir, that being the case, I want to plead very strongly--- My colleague, Mr. Duale, had requested for a minute. view
  • 31 Jul 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to plead for sobriety in this House. Let us give support to this Committee. That is because we had good intentions for this country and time is of urgency. We need to move forward. Thank you, Mr. Temporary Deputy Speaker, Sir. view
  • 31 Jul 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for us to proceed when there is no quorum in the House? view
  • 30 May 2012 in National Assembly: Mr. Speaker, Sir, it is important for the Minister to tell the House how much money had been sunk into the project and what is the projection now if the construction has to resume. view
  • 29 May 2012 in National Assembly: Mr. Speaker, Sir, what the Assistant Minister has failed to tell us is that, given the magnitude of the problem and the fact that some livestock were recovered, how many suspects has he nailed in relation to this particular issues? When you talk of over 3,000 persons displaced and a number of animals recovered, we expect some suspects to be in custody. How many suspects are in? view
