We said that this clause should be amended by inserting a new paragraph because we felt that something was missing. For one to be asked to account when he or she is not in charge of the administrative and financial matters pertaining to the Ministry, it will not be fair. That is why we felt that it is critical to include this amendment. view

It is very unfair to come here, allude to mismanagement in Ministries and point a finger at a Minister. The Committee felt that because a Minister takes overall responsibility, that alone calls for this amendment to be put in place. That is why we felt that it is very critical that this amendment be introduced. view
