Mr. Deputy Speaker, Sir, I urge the Committee to move with speed because whatever is happening in Kisumu is what the Senate needs to protect the county assemblies from. Whatever is unfolding is unfortunate. Goons were hired to disrupt the proceedings of the House. The Speaker was arrested, yet the police station is a stone throw away, and they watched in vain. I thought it was unjust, and it is something that the Senate should look into. That is why I seek my Committee to move with speed and come up with a report in less than two weeks.

Mr. Speaker Sir, even as we are looking for more money to go to the counties today, we have seen the governors are mismanaging these funds. For example, in Kisumu when we talk about own source revenue, Kisumu is supposed to be collecting about Kshs1.9 billion. However, if you look at what the county is reporting today, it is only about Kshs600 million yet they are looking for us to give them more money. However, Kshs1.9 billion can pay some our county employees who have not received salaries for the last three months. If you go our hospitals---

Mr. Speaker, Sir, I join you in welcoming the students and staff from Marsabit County. I also welcome the delegation from the Fred Outa Foundation from the North Brook, Illinois, who are in the country to view some of the projects that the Foundation is engaged in. The Fred Outa Foundation is a non-profit organization established both in the United States of America (USA) and in Kenya to champion the interest of vulnerable people.

The visiting delegation is here to see some of the students that the foundation is sponsoring within the country. We have been running a school for the last 10 years in Kibera, Sarangombe Location. The school is known as Spurgeons Academy School. The school sponsors vulnerable students at no cost. We have a total of over 400 students from kindergarten to elementary level or Class Eight.
