Until this afternoon the Committee on Health has been trying to harmonize the views from all the stakeholders and here we are trying to pass a very important Bill with some of those clauses not harmonized. On a point of order, Mr. Deputy Speaker, Sir. Is the Minister, who I highly respect when I go to his office, in order to come here, go round in circles and shed crocodile tears without giving the answer as to why Charterhouse Bank was closed? It is because of the influence of foreign powers. They got instructions not to reveal the reasons why the bank was closed. I want to believe - even if the Minister is denying that they are not taking instructions - that even today, those foreign powers have already had their hands in the tendering ...

On a point of order, Madam Temporary Deputy Speaker. Having heard from hon. Members eloquently contributing to this Motion, I also want to concur with Mr. Ethuro even by the manner which the heads of schools sat in Mombasa trying to discredit the good work that we have done with the CDF funding. We want to thank the Minister for the positive way that he is guiding his Ministry. After saying that, would I be in order to request that the Minister for Finance responds?

Mr. Deputy Speaker, Sir, this afternoon, the Speaker made a ruling and also gave us the Speaker’s Rules in this House. As we sit here, you can see hon. Mbuvi in the House. His name is also Sonko. It is an official name. Mr. Deputy Speaker, Sir, I want to ask whether, according to those rules, Mr. Mbuvi is properly dressed in the House.
