Yes, Mr. Speaker, Sir, could the Attorney-General explain under what circumstances an individual or an organization is deemed to have contravened the law by improper use of certain Government emblems, specifically the court of arms. Based on the specified scenario, is the Vice-President in order to have used the court of arms, superimposed on his hut in political rallies? Thirdly, could the Attorney-General specify the penalty for such an offence?

Mr. Speaker, Sir, in supporting this Motion, I also want to bring to your attention that the Speaker’s Committee was established under the Standing Orders. Standing Order No.169 requires that any Select Committee meets, at least, once a month. The Speaker’s Committee, of which I am a Member, only met once since its establishment. This is once in four years. I stand here to seek the guidance on the Procedural Motion. Mr. Speaker, Sir, I want to thank the Assistant Minister for understanding that hon. Jowi can, indeed, be assisted. Could he, however, confirm to us that if we bring the bills and other paper work belonging to Mr. Jowi he will be in a position to help him pay all the bills?

Mr. Deputy Speaker, Sir, you have heard the Assistant Minister talk about “immediately”. Could he tell the House when he is going to pay? What does he mean by the word “immediately” because that is really affecting land transactions in most of the constituencies?
