  • 22 Jul 2010 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion of Adjournment. In the past few weeks, it has been very hard for hon. Members to juggle their time between going to campaign for the proposed Constitution and coming back and do their business in the House. For that very reason, we, as hon. Members, have a duty. It is now time to go back to our respective constituencies and seek God. I am saying that especially to those hon. Members who have been going round and trying to purport that this new Constitution is bad for Kenyans. They should ... view
  • 14 Jul 2010 in National Assembly: Mr. Speaker, Sir, is the Minister aware that as a result of lowering the import duty on rice, there is a lot of cheap imported rice in this country that has really hampered our rice farmers to competitively sell their product? What is the Minister going to do to ensure that local rice farmers do not make losses? view
  • 14 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 7 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Minister. He is one of the best Ministers in this country. I want to thank him for what he has done because these Kenyans really deserve to be reinstated. If, indeed, the best Minister in this country will do that, could he do it as soon as possible so that Mr. Paul Okungu could feed his family? view
  • 9 Jun 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to support this Motion. Mr. Temporary Deputy Speaker, Sir, I personally want to thank the Minister for Agriculture, who is here. I believe that this Motion is overdue. Its implementation will enable us to produce enough food for our country, and have a surplus to export to neighbouring countries. Irrigation schemes are noble projects in this country. The Government meant well in establishing the few irrigation schemes that we have, including Mwea, Ahero and Bunyala Irrigation Schemes, in terms of boosting the food security in this country. However, ... view
  • 9 Jun 2010 in National Assembly: Budgets through the so-called “Economic Stimulus Package” was not utilised well. Let me give you an example. The South-West Kano Irrigation Scheme, which is in my constituency, was given Kshs198 million. As I indicated before, if you go there today and ask the farmers how they have benefited from this money, which was channelled through the NIB, you will be surprised I have even reported to the Management of the NIB, because when the money went there, the engineers were not even able to have the farmers go through training to acquire knowledge for producing rice. What happened was that ... view
  • 8 Jun 2010 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. I was just a little bit confused as to whether the Assistant Minister is doing collective responsibility duty, or whether he is the new Minister for Finance. view
  • 15 Apr 2010 in National Assembly: Mr. Speaker, Sir, it has been 11 years now and the Assistant Minister has just laid on the Table a list of names of the people to be paid. Could he confirm when he really plans to pay these workers? We want to help these poor workers who have worked all their life and they are now at home. Most of them come to our homes everyday to find out when they will be paid. When will they be paid? view
  • 31 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I need a clarification. I am getting a quote from the hon. Members from the Holy Book of Jeremiah saying “I knew you before---“The hon. Member is contradicting the amendment on the Floor. view
  • 30 Mar 2010 in National Assembly: Mr. Speaker, Sir, I had previously sought for a Ministerial Statement, and I can see that my learned friend, the Minister for Justice, National Cohesion and Constitutional Affairs is here. view
