Kimani Ichung’wah basically because a majority of the inefficiencies that we have in most of the Government-oriented institutions and parastatals are always given as an excuse that the board has not met or the board has not been gazetted. This is what is happening now with the National Government Affirmative Action Fund (NGAAF).
