  • 8 Jun 2022 in National Assembly: Thank you, Hon. Speaker. I seem to be getting titles every day. I am worried whether this is because we are just about to close. I used to be Sir George, now I am the people’s chairman. view
  • 8 Jun 2022 in National Assembly: I beg to second. view
  • 8 Jun 2022 in National Assembly: Thank you very much, Hon. Speaker. I also rise to agree with Hon. Ichung’wah, that you actually guide us on the two matters raised, including the constitutionality of the Bill. That is because we are supposed to be dealing with public universities as regards public money. But in a manner that cannot be explained, we are actually diverting public money to private universities at the expense of public universities. It is sad to note that we are not able to charter any more universities now, because a good majority of them are reeling in debt, and they are on the ... view
  • 8 Jun 2022 in National Assembly: This is why we ask you, Hon. Speaker, to guide us appropriately as regards the various constitutional issues we are raising, and also Standing Order No.131. What is the purpose of harmonisation once the House commits a Bill to a Committee and asks it to harmonise proposed amendments? I seek to be guided. view
  • 17 May 2022 in National Assembly: Yes, Hon. Speaker. That is a good ruling which will guide the House, especially when it comes to insignias such as what my learned friend and senior is donning. He is a learned gentleman and a ranking Member. He has been here for many years. It is worth every moment that today he has been recognised and awarded that particular award of CBS. Congratulations, Senior. It is well deserved. You have been here long enough and have done a lot for this country. view
  • 12 May 2022 in National Assembly: Thank you very much, Hon. Speaker. Insecurity in the country is a matter of concern. It is not only limited to Marsabit, but also Laikipia, Isiolo, Baringo, West Pokot and other areas, which of late have come under attack from bandits who are also cattle rustlers. It is important that the Government takes this matter seriously and ensures that we have sufficient security in these areas to protect both life and property. I applied to have the Kenya Police Reservists in my Constituency, Tharaka, when I was newly elected, but was informed that the Government had ceased recruiting them. Of ... view
  • 12 May 2022 in National Assembly: reservists. It is a very important unit which must be properly trained, armed and remunerated well so that some of the local security issues are taken care of instantly and upon occurrence. I, therefore, support this Petition. view
  • 10 May 2022 in National Assembly: Thank you very much, Hon. Speaker. Allow me to rise, and support the Bill. Before I make any comments, also allow me to pass my words of condolences to the leader of PWDs, Hon. Sankok, for the tragic accident where he lost his son. May they be consoled, and may the dear son rest in everlasting peace. Hon. Speaker, I support the Bill, and the main reason being that for a long time, we have treated PWDs as semi-human. We have been considering them to be half persons, and this is one reason why, especially in the African culture, they ... view
  • 10 May 2022 in National Assembly: and incentives. They would be exempted from certain taxes. It will make them provide for even children with disabilities to go to school. Henceforth we should have reliefs for such children. When children with disabilities go to school, levies charged by schools and the Government should be waived totally or reduced substantially so that the children are able to acquire the necessary education. Part V of the Bill deals with the relationship between the national and county governments on disability matters. This is why this law will of necessity go to the Senate. That notwithstanding, the fact remains that some ... view
  • 12 Apr 2022 in National Assembly: Thank you very much, Hon. Speaker. First and foremost, congratulations. You are now a principal in one the biggest coalitions in Kenya which we are proud of and for this, we congratulate you. Second, I support the Petition by the Member for Msambweni. We have always said that land is very emotive. The Government should move with speed and title all lands, including solving disputes which go as far as the National Land Commission (NLC) is concerned and the issue in Msambweni touches on this. Also, I have severally raised issues about land in Tharaka; Mukothima and Turima divisions of ... view
