Thank you, Hon. Speaker. In half a second, let me thank the House for the contributions which have been very useful. A lot has been said especially with regard to what exactly the National Treasury is doing. However, extraordinary times call for extraordinary measures. Once this pandemic is out of the way, we shall be able to reconsider each and every act that was done as a matter of urgency. In view of this, I beg to reply.

House, grants, donations and whatever else that may come in, will have to go into the Fund to ensure accountability. The Committee sat and looked at these regulations. We have done a detailed report which has been published and is available. There was public participation. Several organisations, including the Kenya Law Reform Commission (KLRC), the Commission for Revenue Allocation (CRA) and ICPA-K, submitted their views. The views are reproduced in the Report. The Committee looked at those views. The National Treasury also looked at the views and provided a response. Having analysed those views and having taken into consideration the ...

It is “Murugara”. Thank you, Hon. Temporary Deputy Speaker. Before I second, I have just spoken for the first time this afternoon. I just wish to take one minute to condole with the people of Msambweni for the loss of their Member of Parliament, the late Hon. Suleiman Dori. On my own behalf and on behalf of the people of Tharaka Constituency, Tharaka Nithi County, I relay my sincere condolences to the family and to the people of Msambweni, Kwale County. Allow me to second that this House notes the two Reports of the State of the Judiciary and the ...

pursuant to the provisions of the Constitution and Section 5(2)(b) of the Judicial Service Act. It does rhyme very well with what the Executive does every year in a ceremony presided over by His Excellency the President when he comes to Parliament to address Parliament on the State of the Nation in his annual address to the nation. I would draw a parallel that Parliament too should copy these two institutions because this is a process of checks and balances. This is how one Arm of Government checks the other; by ensuring that it reports to the other what it ...

wooden court house at the headquarters in Marimanti. It has never been completed, and it has never been used. Whenever I meet the Judiciary or whenever I meet the CJ, I muse that he made a provision for fodder for termites and ants because that is what is happening. It is lots of money that possibly is going to waste. The cited reason is that there is no money to complete. We would also want to deal with mobile courts. I also have a mobile court that serves from Marimanti to a place called Kathangachini, 45 kilometres away. There is ...

Hon. Speaker, on Sunday, we had the privilege of meeting officers from the Kenya Civil Aviation Authority (KCAA) on some delegated legislation matters. One question to them was exactly how that foreign flight came into the country and with whose authority. Their response was simple that they were not to blame. Kenya has not banned any airline from flying into the country and that is the point of concern. Most countries in the world have slowly banned flights from areas that are afflicted. It is high time our country went through this to manage the situation by checking which flights ...

Thank you, Hon. Temporary Deputy Speaker. I have sat here for the entire afternoon. I am happy your eye has caught my presence. I rise to support the adoption of this Report. While we recognise that we have certain Funds in our laws like the Youth Fund, Uwezo Fund and Women Enterprise Fund, we do not have a men enterprise fund that would actually go towards assisting men also develop or become entrepreneurs in their dealings. It is not that men are not needy or require assistance. I think this is a misplacement which we must take responsibility for because ...

initially disbursed before there can be any more disbursements. This is okay, correct and appropriate. Unfortunately, the mode of collecting the money is actually not spelt out well. We now call upon the committee which we actually gazette to collect the money without any know- how, facilitation and means or knowledge of debt collection. This is why the results are poor and that is why most Members of Parliament here are complaining that they are not doing as well. In my own estimation, I would support the proposal that 5 per cent of those collections are released to the offices ...

I know Members of Parliament are going through a lot of stress due to the fact that most of us are not disbursing that money. I have just passed the 50 per cent threshold mark and I am told now we can issue the cheques. However, I think if we can improve on our collections and undertake better education and training, those beneficiaries will be able to accept the fact that, The electronic version of the Official Hansard Report is for information purposes only.
