On a point of order, Mr. Speaker, Sir. We are setting a very bad precedence. The Order Paper is laid out very clearly. When it is Notice of Motion, give Notice of Motion. Let us obey our rules and when it comes time to debate after you have moved the Motion, then you can say all those good things that we also want to listen to. We really appreciate but you are saying them at the wrong Order. It is a Notice of Motion.

Mr. Speaker, Sir, the Senate Standing Order No. 226 says:- “The Speaker may allow comments, observations or clarifications in relation to a petition presented or reported and such total time shall not exceed 30 minutes.” I do not have comments on this but I need your clarification. In my understanding, changing the number of devolved units will amount to a constitutional amendment. We all know that the Constitution is very clear on how we can amend it and on such a matter; we may require to go through a referendum. Therefore, is this Petition in order? Can we do this ...
