Mr. Temporary Speaker, Sir, I want to join my colleagues in thanking the Chairman for the elaborate Statement that he has delivered to the House. The first clarification that I wanted to seek is what Sen. Abdirahman has asked. The second is whether the Chairman is aware that there is a lot of discrimination in issuance of these IDs. In some areas, youth apply for IDs and get them within a maximum of five weeks. Mr. Speaker, Sir, you just heard the Chairperson say that “if need be, we can bring the report?” That is precisely what this House is asking for, the report. Therefore, if there are investigations that are going on, then there must be some timelines as to when they will be complete and a report produced. Could he tell us exactly when he will table the report and not if need be? We need the report.

Mr. Speaker, Sir, I rise to support this Cash Disbursement Schedule. I begin by thanking the Chairperson of the Committee on Finance, Commerce and Budget for bringing this schedule. In fact, I believe it is long overdue. In future, as we pass the County Allocation Bill, we should do it alongside this Disbursement Schedule. According to the Schedule, the first disbursement to the counties is supposed to have gone by 15th every month. However, we are passing it after 15th. Mr. Deputy Speaker, Sir, we have just consulted with the hon. Senator. On the second statement, which was on the pollution of Athi River in Machakos and Makueni, we issued the statement and the Senator made a request for the Committee to visit the site; which we accepted. I have just told him that we are available when we take the one month recess to make a visit there with him. We will liaise with him and, probably, agree on the appropriate dates.
