The Standing Order that deals with matters subjudice is Standing Order No. 92(4) which I think you also alluded to. Billow said, it is not an isolated case. Cases of pending bills where counties owe contractors and suppliers monies are wide spread. In my own county of Vihiga, we have pending bills totaling to about Kshs2.2 billion. One wonders because our laws are very clear that expenditure can only be done on items that have been budgeted for.
