Mr. Speaker, Sir, I have three fundamental issues that I want to raise in regard to the session today. First and foremost, is the issue that has been raised by Sen. (Dr.) Khalwale and ably supported by Sen. Ong’era; the cordoning off of the precincts of Parliament. As I said, I have served in this Parliament for the last 21 years, uninterrupted. Thank you, Mr. Speaker, Sir. I will take a slightly different angle in this matter. I hail the patriotic residents of Nyamira County for having confidence in the Senate and bringing their petition to us. The issue of petitioning Parliament is important. That is why it is referred to twice in the Constitution. It is under Chapter Four on the Bill of Rights, Article 37 of the Constitution which gives Kenyans the right to petition Parliament. Kakamega happens to be the mother county of my own county, Vihiga, which was hived out from Kakamega County. My birth certificate and passport read Kakamega. That is where I was born.
