  • 12 Oct 2016 in Senate: Mr. Speaker, Sir, I had requested for two weeks so that I can come up with a comprehensive Statement. The issue of the House going on recess is a subject of debate. I do not want to anticipate debate. For us to give a comprehensive answer, we will need two weeks to liaise with the Ministry and the relevant Government authorities. I agree that this is a very grave matter that requires very urgent attention. I personally may not agree with the Government’s position. However, I will come here to give the Government’s position nevertheless. I will not come to ... view
  • 12 Oct 2016 in Senate: Mr. Speaker, Sir, I want to join you and my colleagues in welcoming the gracious ladies from the Republic of South Sudan to the Senate of the Republic of Kenya. My colleagues have already alluded to it that South Sudan is our younger brother. We midwifed the birth of that Republic. As an old brother, we want to see them do well. We want to see a peaceful South Sudan. We want reason to prevail among leaders to ensure that the people of South Sudan enjoy the independence they fought for with their sweat and blood. • 7 Sep 2016 in Senate: Mr. Speaker, Sir, thank you for the opportunity to contribute to this Motion. The matter before us is whether or not to approve the names and appoint a Special Committee. I am glad that in the Communication from the Chair, you made a ruling that at this stage, we are not debating on the merits and demerits of the grounds that have been advanced by the County Assembly of Nyeri on the removal of the Governor of Nyeri County. From the outset, I oppose this Motion. view
  • 7 Sep 2016 in Senate: Mr. Speaker, Sir, first, I thank the Senate Minority Leader and my coalition for having confidence in me by proposing my name as a Member of the Special Committee to look in to the matter. I thank him very much for having confidence in me. However, Standing Order 68 which the Chair referred to gives the House two options. The Standing Order 68 (1) (b) provides that:- “The Senate by resolution may appoint a Special Committee comprising of eleven of its Members to investigate the matter.” Mr. Speaker, Sir, the wording here is ‘may.’ In the Chair’s Communication, it was ... view
  • 7 Sep 2016 in Senate: Mr. Speaker, Sir, I do not want my ten colleagues and I to go through that. Going the Plenary way will give Kenyans an opportunity to follow the debate. We want Kenyans and the people of Nyeri County at large to follow the debate. I am sure that the debate will be live on both radio and television, so that they can be informed of the goings-on. Although the names that had been put together by both the Senate Majority Leader and the Senate Minority Leader consist of able Members who have a lot of experience and expertise, I stand ... view
