It appears to me that a particular Member is arguing with the Speaker having ruled on an issue. It is the path to disorder. We cannot proceed that way really. We must have decorum. It is hon. Member who made the Motion believes is that the way therefore to get security is to empower some civilians called KPR. I have looked at the relevant law, the law creating the KPR. Really, under Section 115 of the relevant Act, there is nothing like allowances contemplated for a Police Reservist. In fact, it is strictly prohibited.   • 25 Sep 2013 in National Assembly: The place of attack was hardly 50 meters from the police station. Everybody was cleared from the streets including the boda boda operators. What it calls into question is; where were the police, having cleared people, only for attackers to kill by stabbing people, in fact robbing supermarkets and shops in a short while? I leave it for circumstantial evidence. The fact that the police officers were lethargic is not in doubt. People died. What I am against is a situation where we run from securing our force.
