I can assure you there are parcels of land whose rates we are still trying to get. This depends with the officer that you see at City Hall. One officer will ask you to pay Ksh10,000 while another one will ask you for Ksh100,000. In between, the kickbacks are even more than what the county government collects. They have failed. As an advocate, I can tell you for sure that I have struggled, especially with parcels of land coming from Eastlands or parcels of land whose rates clearance certificates we could not find for the last five years or so. I know counties may want to compete with us but KRA is better placed. More importantly, we saw it here in Nairobi County when Mike Sonko was the Governor. We agreed to hand over some of these services to KRA. My supplementary question is: How comes there is Block 242 by the Ministry of Lands subdividing the exact same parcel of land and has even proceeded to issue letters of allotment from the same parcel of land? That is my first question. Has the Ministry gone ahead to subdivide the land in spite of all the information that the Cabinet Secretary has shared?
