Thank you, Hon. Temporary Speaker. My question to the Ministry is why they are allowing subdivision of parcels of land that measure 20, 30, 40 acres without providing for surrender of public utilities as has been the custom in Nairobi. I raised this issue because this is happening in Mowlem Ward where the Ministry is allowing subdivisions of properties. As at 2019 Population Census, 89,000 people were residing in this ward. It is now the third most populous ward in Nairobi, but has only one public primary school. There is no secondary school, hospital, nor social hall. There is nothing, but the land is being subdivided to individuals. Thank you and I hope the Cabinet Secretary will answer that.

Thank you, Hon. Temporary Chairman. I want to also thank the Committee, especially on the Excise Duty on gaming tax which was at 20 per cent. I think it has been reduced to 12.5 per cent. We had hoped for more.

It is important that we protect the betting industry to ensure it does not go to the black market. That way, we will start losing even more money that should be going to our Government. We thank the Chairperson. For that reason, I support the amendment.

Thank you, Hon. Temporary Chairlady. It has come to my attention that State House is being given Ksh7.3 billion yet the Office of the President has already been given Ksh4.3 billion. We have noted that the amount that has been allocated to the youth is only Ksh3 billion. Education development for teachers has been allocated about Ksh1.6 billion. Can you explain to us? Thank you, Hon. Speaker. I thank the Cabinet Secretary for his comprehensive response. My only follow up to the Cabinet Secretary is that we have a problem in Nairobi City County, especially with the reconstitution of some of the school boards in our primary schools. The County Education Board said they did not have sufficient funds. You have some of those boards with serving Members of County Assembly (MCAs) who have been re-elected. Could the Cabinet Secretary kindly provide guidance on the reconstitution of some of those school boards so that we can mitigate some of the issues that new ...
