  • 26 Jun 2014 in National Assembly: Hon. Speaker, finally, let me say something about the sovereign debt. This Budget is drawn based on the fact that we are going to collect Kshs1.1 trillion. It is also drawn based on the fact that we will finance part of it through the sovereign debt. view
  • 26 Jun 2014 in National Assembly: Many positive things have been said about the sovereign debt. However, let me point out that there are some pitfalls that we need to be aware of. The sovereign debt is not a gift but it is something that we will pay. The sovereign debt will work if it is applied to development projects and the returns are better than the cost that we will incur. However, the sovereign debt can also bring other side effects. We are trying to reduce interest rates in our country. The sovereign debt may create inflation that may cause the Government to go and ... view
  • 24 Jun 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I stand to support the Motion and observe that I am a member of this Committee. A lot has been said in support of what has been presented. But I want to pursue one line of argument and say that the frequent supplementary estimates we get here--- We could be creative enough as a House and insist that next time before these supplementary budgets are brought to us, there should be an explanation given to the House in terms of a paper. It should show reasons why there is need for supplementary budget and ... view
  • 24 Jun 2014 in National Assembly: budget-making process. The Treasury assumes that this House does not check or go through whatever they present to the House. But if such a paper is brought, or if such a thing is done to try to justify why the estimate is taking place, then Treasury will be more careful. Hon. Temporary Deputy Speaker, it would appear that the indiscipline that is evident in the Treasury could cause us a lot of problems. Currently, we are happy that the sovereign bond was successful and this may lead us to not over-borrow. Hon. Ng’ongo had mentioned that we seem not to ... view
  • 24 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, alternatively, the influx of the foreign currency which has come in by way of the debt may strengthen our foreign exchange which may make our exports very expensive. What I am saying is that a proper debt management strategy which the Treasury has should be shown to this House periodically so that we are sure that we are not cutting ourselves with the same knife that we have sharpened. view
  • 11 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, from the outset, we can see what has been happening in this country. This seems to be the beginning of Anglo Leasings and Goldenbergs. I do not think that has been done by Italians alone. There are Kenyans involved in that corruption. My worry is this: Once we get this asset back, are we going to stop there? The people who have been involved in signing, re-signing and extending the contract of that space agency must be brought to book. The other thing that we are going to demand is this: The experts who understand that ... view
  • 11 Jun 2014 in National Assembly: been done there and the fees that have been paid by the French. Some accounts could be done. They may not be accurate, but let them be brought to this House, so that we can know what Kenya has lost. As other contributors have said, it is not just that resource that we are losing. Recently, when I went to Mbita, I got interested to go and see how the fishermen were selling fish. To my surprise, the people I found selling fish were Africans who could not speak any Kiswahili or English. They were selling fish to the fish ... view
  • 11 Jun 2014 in National Assembly: Yes, if it is fruitfull. view
  • 11 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, I agree with hon. Sakaja. That is the point I was missing. After getting how much they have looted, we should demand it from the Italian Government. view
  • 4 Jun 2014 in National Assembly: Hon. Speaker, the closure of Mwer Administration Police Camp in Alego Usonga Constituency was a very hot matter and as such, as I was drafting the statement request, I engaged the Chairperson of the Departmental Committee on Administration and National Security, hon. Abongotum, who took it upon himself to call Mr. Arachi, the Deputy Inspector-General of Administration Police (AP). He also took it upon himself to call the Siaya County AP Commandant and this matter has since been resolved. The APs have gone back to the Camp and there is no problem now, as far as their removal is concerned. ... view
